TOKYO (AP) ? Computer chipmaker Elpida Memory Inc. filed for Japan's largest manufacturing bankruptcy Monday after amassing debts from nose-diving prices, competition from Samsung and flooding in Thailand last year that stifled demand.

Elpida, the only manufacturer in Japan to specialize in DRAM chips used in mobile phones and computers, reported debt of 448 billion yen ($5.5 billion) in filing for bankruptcy at Tokyo District Court on Monday.

That was the largest ever for a bankruptcy in Japan in the manufacturing field, according to Teikoku Databank, which compiles such information.

Elpida, set up in 1999 as a joint venture between Japanese electronics companies NEC Corp. and Hitachi Ltd., has been struggling for years to close the gap with rival Samsung Electronics Co. of South Korea.

The Tokyo-based company, which employs more than 3,000 people, said its business was hit when DRAM prices declined from about 2007, and got worse with the global downturn.

The surging yen also came as a blow as well as intense competition, it said.

Elpida said the flooding in Thailand last year battered DRAM demand, furthering hurting its operations. Global hard-drive production was disrupted by the floods as Thailand is a major production base for hard-drive makers.

"We have concluded that, if we continue the business by ourselves, we will face cash shortage soon," the company said.

In 2009, Elpida got government emergency aid totaling 30 billion yen ($375 million) in investments through the government-owned Development Bank of Japan. Other Japanese electronics makers have pulled out of the DRAM business.

To win, you simply keep selecting your picture and color match when it pops up on the screen while the game has images pop up faster overtime.

If the wrong image is selected or the turn skips, like mentioned above as the two ways to drop out, an x appears across the screen. A stretch of Bank Street dominated by low-rise plazas, parking lots and heavy automobile traffic could be changed into a more diverse, interesting, multi-use neighbourhood through implementation of a Community Design Plan, says a report being presented to Planning Committee.

The Bank Street Community Design Plan, which covers a 3.2-kilometre stretch of Bank Street between the Rideau River and the CN tracks south of Walkley Road, calls for three nodes of intensive transit-oriented redevelopment with taller buildings housing commercial, office and residential uses. This transformed area would be supported with new facilities for pedestrians and cyclists, and some new greenspace. These three live, work and play development nodes are at Billings Bridge, Bank Street and Heron Road, and Bank Street and Walkley Road.

The plan aims to encourage development over the next 20 years that is pedestrian oriented, with stronger linkages to transit and containing a mix of uses. The area in this study, 101 hectares, is in three City wards: River Ward, Capital Ward and Alta Vista Ward.

Changes based on the Community Design Plan would provide zoning certainty to property owners who would not have to seek rezoning for their land. If Planning Committee and City Council approve the plan and zoning, property owners would simply secure site plan agreements and permits before building.

The report on this plan and zoning recommendation is being presented to Planning Committee on February 28 and will be considered by City Council on March 28.

Preschools help children prepare for the rigors of grade schoolespecially children who come from a minority family, a poor family, or whose parents don't provide high-quality interactions. The results of a new study of over 1,000 identical and fraternal twins, published in Psychological Science, a journal of the Association for Psychological Science, confirm that preschool programs are a good idea.

Of course, many children from poor families excel in school. But it's no secret that many do not. People used to think this had to do with the lower-quality schools in poor neighborhoods, but it has become clear that many poor children start first day of kindergarten playing catch-up. They score lower on tests that measure the kinds of skills that are foundational for learning mathematics and reading.

Elliot Tucker-Drob, of the University of Texas at Austin, used a study of 1,200 twins from 600 families to examine how their environment affects their achievement later. The goal of twin studies is to figure out how much of a particular trait is influenced by genetics and how much is influenced by the environment. If identical twins are more similar to each other than fraternal twins, it's because genes have some influence on the traitin this case, test scores. If fraternal twins are also quite similar, that suggests that the trait is influenced by the family environmenthow their parents play with them, for example. In this study, twins were followed from age 2 until they entered kindergarten at age 5.

Tucker-Drob found that children who went to preschool did better than children who did not, and that the family environment was important. Preschools were particularly beneficial for minority children and poor children, and for children whose parents didn't play with them in a way that stimulated the child's cognitive development. Parents' play styles were measured by having trained coders watch a videotape of a parent playing with each child. "This indicates that children who are growing up in homes that have fewer resources and lower-quality stimulation from parents aren't being held back as much by their homes if they're attending preschool," Tucker-Drob says.

For kids from wealthier backgrounds, with more stimulating environments, there was no difference between children who went to preschool and those who didn't. "But for children who came from poorer backgrounds, test scores were a lot higher if they went to preschool than if they stayed home," Tucker-Drob says. That means that, on average, preschools help children from disadvantaged backgrounds. The gap in test scores between rich and poor was much smaller among children who went to preschool than among children who did not. Tucker-Drob emphasizes that these are average effects; many children will thrive no matter the environment. "It's in no way saying that poor parents are bad; it's simply saying that there are these associations, and, potentially, one way to break this cycle is with preschools."

Geoff Baker of the Seattle Times believes the Mariners will soon name Figgins their leadoff man, with Ichiro Suzuki moving down in the order. The Ichiro move is something that?s been hinted at all winter, and FOXSports.com?s Ken Rosenthal recently indicated that Figgins was the likely replacement.

Figgins? position in the field won?t be quite as set, but he?s not so concerned about that, as long as he?s penciled in regularly.

?Like I told them ?I?m going to be ready for wherever you play me in the lineup, as long as you play me every day?,? he told the Times. ?That?s something I care about.?

It?s hard to believe Figgins has the gumption to make such a statement, as terrible as he?s been in his two years with the Mariners. He went from hitting .298/.395/.394 in his final year with the Angels to .259/.340/.306 in 2010 and .188/.241/.243 last year. By any measure, he rated as one of baseball?s worst players last season, and he collected $9 million in the process. The Mariners owe him another $17 million over the next two years.

Obviously, the Mariners? decision to restore him to everyday status is financially motivated. In a fair world, Kyle Seager would have every chance to beat him out for the third-base job this spring. At 34, Figgins isn?t necessarily too old to bounce back. But at this point, he should have to earn his spot, not have it handed to him along with his millions.

That doesn?t seem to be the plan at the moment, though. Figgins will see some time in the outfield this spring, but third base is where he?s expected to play most of the time. Seager may well be Triple-A bound unless he forces the Mariners to carry him as a part-timer with a big month of March.

NEW YORK (Reuters) ? Despite a mediocre earnings season and signs of an overbought market, Wall Street bulls are likely to remain in control this week.

So far in this earnings season, 352 companies in the S&P 500 have reported results, of which only 63 percent have beaten Wall Street estimates. This compares to a beat rate of about 70 percent on average for the past four quarters and would be the lowest since the fourth quarter of 2008.

Usually, strong earnings are associated with stock market rallies and improved investor sentiment. But despite this season's relatively weak results, the S&P is up nearly 7 percent for the year, and the index has posted gains for every single week in 2012, except for a 0.2 percent loss last week.

"The demand for risky assets is strong. There is steady buying in the market, and the money is constantly being put to work," said Brian Lazorishak, portfolio manager at Chase Investment Counsel in Charlottesville, Virginia.

"The market is sort of overlooking the weak 2011 earnings and looking forward to an improved 2012 earnings season ... It's like a green light to investors to get into risky assets."

There are a number of catalysts that have helped the market this year, including a slew of improved economic data and the Federal Reserve's vow to keep interest rates low.

Fed Chairman Ben Bernanke last week reiterated his plans to hold interest rates at record lows until late 2014. Many economists were looking to see if Bernanke might waver on that stance after news that hiring surged in January and the unemployment rate fell to a three-year low of 8.3 percent.

Also the Institute for Supply Management said its services index rose in January to its highest since February 2011.

"Earnings upgrades by sell-side analysts tend to move in line with economic momentum, with global earnings momentum typically turning positive when the ISM new orders moves above 52," said Credit Suisse Group AG's analyst Andrew Garthwaite.

"Yet, new orders are now at 57, and earnings momentum continues to be clearly negative," he said, adding that "this was a problem but not necessarily bearish for markets."

The S&P 500 slid 0.7 percent on Friday, its biggest percentage decline so far in 2012 after an about-face on Greece's long-awaited debt deal ended a five-week streak of gains for equities.

Investors have anxiously awaited a bailout package for Greece so the country could avoid a messy debt default, but complications have tied up talks for weeks.

An agreement finally came last week but it was dealt a blow as Greek workers went on strike to oppose fiscal reform measures requested by the European Union and International Monetary Fund. Greek Finance Minister Evangelos Venizelos said the nation needs to reach a decision within days on accepting the terms of a bailout.

This week, 51 S&P 500 companies are expected to report earnings. The earnings growth rate for the S&P 500 for the fourth quarter of 2011 is now at 8.9 percent, according to Thomson Reuters I/B/E/S. However, excluding Apple (APPL.O), the overall growth rate is at 5.8 percent, the research report said. Companies expected to report this week include MetLife (MET.N) and Goodyear (GT.N).

MORE VOLATILITY EXPECTED

Despite the optimism in the stock market, options traders are bracing for more volatility ahead.

Wall Street's favorite pulse of investor sentiment, the CBOE Volatility Index (.VIX), or VIX, jumped nearly 12 percent to 20.79 after peaking at 21.98 on Friday. The VIX, a 30-day risk forecast of expected stock market volatility conveyed by S&P 500 (.SPX) option prices, typically moves higher when stocks decline.

"The sharp move up in the VIX, especially over the last hour, suggests that there is serious concern over the European debt crisis and traders are looking to options to protect their equity positions heading into the weekend," said optionMonster analyst Chris McKhann.

"If these volatility buyers are correct, then Monday could be ugly for equities."

Typically the options risk gauge is relatively weak on a Friday as traders factor in time decay in the price of the SPX options. But the daily percentage move was huge on Friday. The VIX logged its biggest daily percentage gain in three months, given that the S&P is down less than 1 percent.

Modern Philosophy Breakthroughs ? Where Are They Now?

May I ask how it is possible with all the bright minds in this nation and all those in college right now, why on Earth they cannot come up with a breakthrough in philosophy ? why it?s as if their minds are trapped, but how can this be in the information age, where we should be at a point of unlimited thought? Did everyone stop thinking? Not long ago, I was having this conversation with a brilliant future philosopher, John Altmann.

What I reasoned was that those who wish to study and come up with something new in philosophy should attend college, however, college can also adversely affect your brain if you let it, you have to keep ?thinking? while filing away all that information. Just studying the categories of philosophy and memorizing the names isn?t going to do it, nor is continuing to hash out old circular arguments. Further, I?d say;

?Remember all those so-called ?Ten-Foot Tall? men in history were only humans, and today you shouldn?t call them ?Giants? to stand on their shoulders, just call them mile-markers, and when you see one accelerate towards it, and then shift gears, hit the gas, and leave that head bust in the proverbial dust, don?t look back, keep your eyes focused on what?s in front of you, lest it rust? ? Lance 2012.

My advice to those who want to become the next great philosopher of our time, sure, I have some thoughts on that, here is my advice; all their philosophy and greatness are only challenging you ? take that challenge. Don?t let them become a false ceiling, they are merely the beginning, they are the ground, it?s time to boldly go ? they are only a starting point, even the greatest merely mile-markers. Think of it that way.

You see, if you want to be a great future philosopher as John Altmann will become then you must realize that; ?YOU? can do anything in this world you want too, you own it, it?s yours, every individual is the highest power. Write your own ticket, know no limits.

Lastly to all you college students out there who wish to make a breakthrough; continued Success in your College Classes, send me any thoughts or ideas you have whenever you feel like it, I?ll be around. You see, I am kind of counting on all of you to make a breakthrough, come up with something big, and give humanity a real run for their money. SEATTLE ? A magnitude 5.7 earthquake has been recorded about 105 miles west of Ucluelet off the coast of Vancouver Island, British Columbia.

A National Earthquake Information Center geophysicist in Golden, Colo., says there is no danger of a tsunami from the shallow quake. It hit at 12:05 p.m. Saturday.

Geophysicist Rafael Abreu says he doesn't expect to see damage with this quake based on its distance from shore and the low intensity at which it was felt.

A handful of residents in Lopez Island, Wash., as well as Vancouver and Victoria, British Columbia, reported feeling it.

WASHINGTON (AP) ? A developing Senate plan that would bolster the government's ability to regulate the computer security of companies that run critical industries is drawing strong opposition from businesses that say it goes too far and security experts who believe it should have even more teeth.

Legislation set to come out in the days ahead is intended to ensure that computer systems running power plants and other essential parts of the country's infrastructure are protected from hackers, terrorists or other criminals. The Department of Homeland Security, with input from businesses, would select which companies to regulate; the agency would have the power to require better computer security, according to officials who described the bill. They spoke on condition of anonymity because lawmakers have not finalized all the details.

Those are the most contentious parts of legislation designed to boost cybersecurity against the constant attacks that target U.S. government, corporate and personal computer networks and accounts. Authorities are increasingly worried that cybercriminals are trying to take over systems that control the inner workings of water, electrical, nuclear or other power plants.

That was the case with the Stuxnet computer worm, which targeted Iran's nuclear program in 2010, infecting laptops at the Bushehr nuclear power plant.

The emerging proposal isn't sitting well with those who believe it gives Homeland Security too much power and those who think it's too watered down to achieve real security improvements.

One issue under debate is how the bill narrowly limits the industries that would be subject to regulation.

Summaries of the bill refer to companies with systems "whose disruption could result in the interruption of life-sustaining services, catastrophic economic damage or severe degradation of national security capabilities."

Critics suggest that such limits may make it too difficult for the government to regulate those who need it.

There are sharp disagreements over whether Homeland Security is the right department to enforce the rules and whether it can handle the new responsibilities. U.S. officials familiar with the debate said the department would move gradually, taking on higher priority industries first.

"The debate taking place in Congress is not whether the government should protect the American people from catastrophic harms caused by cyberattacks on critical infrastructure, but which entity can do that most effectively," said Jacob Olcott, a senior cybersecurity expert at Good Harbor Consulting.

Under the legislation, Homeland Security would not regulate industries that are under the authority of an agency, such as the Nuclear Regulatory Commission, with jurisdiction already over cyber issues.

"Where the market has worked, and systems are appropriately secure, we don't interfere," said Sen. Joe Lieberman, I-Conn., chairman of the Senate Homeland Security and Governmental Affairs Committee. "But where the market has failed, and critical systems are insecure, the government has a responsibility to step in."

The bill, written largely by the Senate Commerce, Science and Transportation Committee and the Senate homeland panel, is also notable for what it does not include: a provision that would give the president authority to shut down Internet traffic to compromised Web sites during a national emergency. This '"kill switch" idea was discussed in early drafts, but drew outrage from corporate leaders, privacy advocates and Internet purists who believe cyberspace should remain an untouched digital universe.

While the Senate is pulling together one major piece of cybersecurity legislation, the House has several bills that deal with various aspects of the issue.

A bill from a House Homeland Security subcommittee doesn't go as far as the Senate's in setting the government's role. Still, it would require DHS to develop cybersecurity standards and work with industry to meet them.

"We know voluntary guidelines simply have not worked," said Rep. Jim Langevin, D-R.I. "For the industries upon which we most rely, government has a role to work with the private sector on setting security guidelines and ensuring they are followed."

Stewart Baker, a former assistant secretary at Homeland Security, said the government must get involved to force companies to take cybersecurity more seriously.

Concerns about federal involvement, he said, belie the fact that computer breaches over the past several years make it clear that hackers and other governments, such as China and Russia, are already inside many industry networks.

"They already have governments in their business, just not the U.S.," said Baker. "For them to say they don't want this suggests they don't really understand how bad this problem is."

Industry groups have lobbied against the Senate bill's regulatory powers and say new mandates will drive up costs without increasing security.

They say businesses are trying to secure their networks and need legal protections built into the law so they can share information with authorities without risking antitrust or privacy violations.

In a letter to lawmakers this past week, the U.S. Chamber of Commerce said any additional regulations would be counterproductive and force businesses to shift their focus from security to compliance.

Liesyl Franz, a vice president at TechAmerica, which represents about 1,200 companies, said businesses would prefer to work with the government to enhance security rather than face more regulations. She said companies coping with the potential security risks, market consequences, and damage to corporate reputations, are defending against cyberthreats.

Senior national security officials were on Capitol Hill last week to talk to senators about the growing cybersecurity threat. After the meeting, Sen. Susan Collins, R-Maine, said she's always had a sense of urgency about it, adding, "I hope the briefing gives that same sense of urgency to members to put aside turf battles."

She said senators are reviewing concerns raised by the Chamber about the bill.
