MADRID -- Spain's borrowing costs soared Wednesday to reach their highest level since the country joined the euro Wednesday, close to levels where other debt-stricken countries such as Greece and Ireland have asked for an international bailout.
The interest rate - or yield - on Spanish 10-year bonds, a key indicator of market confidence in a country's ability to pay down its debt, shot up 25 basis points Wednesday to 6.67 percent - matching the level it hit at the height of the eurozone crisis late last year, according to financial data provider FactSet. The yield later fell back to hit 6.66 percent in afternoon trading.
A yield of seven percent is seen by many analysts as unsustainable for a country to continue financing itself over the long term. Meanwhile, the difference between the Spanish bond and the equivalent safe-haven German bunds was a record 5.36 percentage points.
The country's conservative government has introduced harsh austerity measures, including spending cuts on health and education, in an attempt to control the level of its debt relative to the size of its economy.
It is also trying to reassure investors worried that the woes of the banking sector will force the country to require a bailout like those take by Greece, Ireland and Portugal. Spain's banking industry has been saddled with a large amount of unpaid, so-called "toxic", loans on their books following the collapse of the country's real estate bubble in 2008. There is a concern that Spain's government will not be able to find the funds to prop up the sector and keep its economy afloat.
Concerns over Spain's nationalized lender Bankia, and the government's ability to come up with a (EURO)19 billion rescue package for the bank, have sparked the latest round of investor fears over the country.
Earlier Wednesday, the government vehemently denied newspaper reports that the European Central Bank had rejected a Spanish idea to finance a bank bailout and it defended the country as sound.
The Financial Times reported Wednesday the ECB rejected the idea of Spain paying for the (EURO)19 billion bailout of struggling nationalized lender Bankia by using government bonds, which would then be used as collateral for cash from the ECB.
Economy Minister Luis de Guindos, speaking to opposition Socialist lawmakers during a debate in Parliament, denied the report.
"Pay more attention to the Spanish government and less to the Financial Times." De Guindos said. "The government of Spain has not presented any plan to the European Central Bank, nor has the European Central Bank rejected anything in this regard."
Speaking later to reporters in what seemed an impromptu and desperate effort to talk the bond spread down, de Guindos noted that Italy's yield on its 10-year bonds were also sharply up Wednesday.
The minister defended the government as transparent on what it plans to do with the banking sector, heavily laden with billions of euros in toxic assets after the implosion of a real estate bubble. New provisioning requirements to the tune of (EURO)84 billion have been ordered, two independent audits of banks' loan portfolios will take place, and an IMF report will come out in June.
"We will shine the light on what the consequences of the financial crisis have been for the banks," de Guindos said.
He said Spain's bond spread - at over 530 points now - are "not very sustainable over the long term" - will come down once uncertainty over the Greek political situation is resolved. A recent election there failed to produce a government amid discord over EU-mandate austerity that came along with a mountain of bailout money.
De Guindos also insisted that the Spanish treasury is "perfectly well financed" and that aside from money for bond redemptions it needs to carry out just (EURO)3 billion in net debt issuance from now to the end of the year.
The European Central Bank issued a statement saying that it had not been consulted about Spain's recapitalization plans for Bankia and had not expressed a position about them. The statement said the ECB "stands ready to give advice on the development of such plans."
The Spanish government said Wednesday that it considered its record yield was 7.0722, which was hit on November 25 2011.
Spain's Ibex 35 stock index was down about 1.53 percent at 6,156.

"I reject these results and do not recognize them," said Abol Fotouh, a former Brotherhood member, alleging that votes had been bought and representatives of candidates had been denied access to polling stations during the count.
Moussa said earlier that "question marks" hung over the vote. "There were violations, but this should not change our minds on democracy and the necessity of choosing our president."
The Muslim Brotherhood sought to muster a coalition to help Mursi against Shafiq, who calls Mubarak a role model.
The close contest has set both contenders scrambling for support, particularly the Muslim Brotherhood, which is trying to draw losing candidates and other political forces into a broad front to prevent a "counter-revolutionary" Shafiq victory.
The ultra-orthodox Salafi Islamist party Al-Nour has said it will now back Mursi, after siding with Abol Fotouh in the first round. The party has the second biggest bloc in parliament after the Brotherhood's Freedom and Justice Party.

ScienceDaily (May 27, 2012) ? Are members of the public divided about climate change because they don't understand the science behind it? If Americans knew more basic science and were more proficient in technical reasoning, would public consensus match scientific consensus?
A study just published online in the journal Nature Climate Change suggests that the answer to both questions is no. Indeed, as members of the public become more science literate and numerate, the study found, individuals belonging to opposing cultural groups become even more divided on the risks that climate change poses.
Funded by the National Science Foundation, the study was conducted by researchers associated with the Cultural Cognition Project at Yale Law School and involved a nationally representative sample of 1500 U.S. adults.
"The aim of the study was to test two hypotheses," said Dan Kahan, Elizabeth K. Dollard Professor of Law and Professor of Psychology at Yale Law School and a member of the study team. "The first attributes political controversy over climate change to the public's limited ability to comprehend science, and the second, to opposing sets of cultural values. The findings supported the second hypothesis and not the first," he said.
"Cultural cognition" is the term used to describe the process by which individuals' group values shape their perceptions of societal risks. It refers to the unconscious tendency of people to fit evidence of risk to positions that predominate in groups to which they belong. The results of the study were consistent with previous studies that show that individuals with more egalitarian values disagree sharply with individuals who have more individualistic ones on the risks associated with nuclear power, gun possession, and the HPV vaccine for school girls.
In this study, researchers measured "science literacy" with test items developed by the National Science Foundation. They also measured their subjects' "numeracy" -- that is, their ability and disposition to understand quantitative information.
"In effect," Kahan said, "ordinary members of the public credit or dismiss scientific information on disputed issues based on whether the information strengthens or weakens their ties to others who share their values. At least among ordinary members of the public, individuals with higher science comprehension are even better at fitting the evidence to their group commitments."
Kahan said that the study supports no inferences about the reasoning of scientific experts in climate change.
Researcher Ellen Peters of Ohio State University said that people who are higher in numeracy and science literacy usually make better decisions in complex technical situations, but the study clearly casts doubt on the notion that the more you understand science and math, the better decisions you'll make in complex and technical situations. "What this study shows is that people with high science and math comprehension can think their way to conclusions that are better for them as individuals but are not necessarily better for society."
According to Kahan, the study suggests the need for science communication strategies that reflect a more sophisticated understanding of cultural values.
"More information can help solve the climate change conflict," Kahan said, "but that information has to do more than communicate the scientific evidence. It also has to create a climate of deliberations in which no group perceives that accepting any piece of evidence is akin to betrayal of their cultural group."
In addition to Dan Kahan and Ellen Peters, other study researchers were Maggie Wittlin of the Cultural Cognition Project, Paul Slovic of Decision Research, Lisa Larrimore Ouellette of the Cultural Cognition Project, Donald Braman of George Washington University, and Gregory Mandel of Temple University.

However, a recent study suggests that the more we age, the more we need exercise to keep us independent and healthy.
Yet, sometimes it takes a prescription from the doctor to get adults up and moving.
?Exercise is important for almost everyone. There are very few medical conditions that exercise won?t benefit. In fact, I sometime write a prescription to get my patients to start taking this seriously and help them understand exercise can be just as helpful as medication,? said Keith Veselik, director of primary care at Loyola University Health System and associate professor in the Department of Medicine at Loyola University Chicago Stritch School of Medicine.
?Around age 35 is when our muscle mass and resting metabolism starts to decrease. When this happens our bodies require more, not less exercise to manage our caloric intake. When this starts to happen we can eat the same things, do the same things and may gain 3 pounds a year. That?s 30 pounds in a decade, ?he said.
How exercise makes your heart healthy
Though exercising is beneficial to nearly everyone, before starting a program he advises that people, especially those who have not been active, to consult a doctor to determine their baseline and to get guidance about what exercises would be most advantageous.
?In my own life I?ve seen the benefits of exercising. When that alarm goes off in the morning I want to just roll over, but I?ve seen such a positive change in so many ways. It can be difficult, especially at first, but the benefits truly out weigh the struggles,? said Veselik.
Veselik claimed that the best workout program balances cardiovascular exercise, strength training and flexibility. He recommends an hour of cardiovascular exercise four days a week, two days of strength training for 30 minutes and balance and flexibility exercises such as stretching, yoga or pilates, one to two times a week.
But what is most beneficial doesn?t always translate into what is doable.
Each decade of the old age has unique challenges. Veselik gives some ideas of how to use exercise to counter those health hurdles.

For those who are in 50?s cardiovascular exercise are the most favourable one.
Muscle and joint aches and pains start becoming more apparent, so Veselik suggests that one should get creative about how to keep up cardiovascular exercise as it is easy on the joints but get the heart rate up.
He recommends trying exercising in a pool or riding a bike instead of running. If you do run, make sure you have good shoes and try to run on softer surfaces.
Cardiovascular exercise also helps to fight many of the most common and deadly medical problems, including heart disease, asthma and chronic obstructive pulmonary disease (COPD).
?But don?t go from doing nothing to running a marathon. Talk to your doctor, ask about risk factors and together create a plan that?s right for you,? said Veselik.
Another complaint for people in their 50s is back pain.
?The best way to protect your back is to build strong core muscles and make sure you are lifting heavy objects correctly,? said Veselik.
In the 60?s balancing and leg strengthening exercises should be prime concern.
As we enter our 60s, balance and strength should be a major focus. Many people are scared of breaking a hip, which can limit independence. Also, our bones aren?t as strong and both men and women become more susceptible to osteoporosis.
To help fight these concerns Veselik suggests that incorporating balance and leg strengthening exercises to increase flexibility as well as balance to help prevent accidental falls. Weight-bearing exercise is vital to bone health and keeping bone density strong.
In addition, many adults in their 60?s begin to experience symptoms from arthritis, making the exercise difficult.
?Exercise has been proven to help people deal with their arthritis. It?s just making sure your exercise routine is working for you, not against you. Some people forget that walking is a great form of exercise; just make sure you get your heart rate up. Also, aquatic classes or swimming are a great way for people with arthritis or fibromyalgia to exercise,? said Veselik.
For the people in their 70?s and beyond, Alzheimer and vascular dementia becomes the most regular problem and exercises are crucial to fight them.
Build up bone strength through exercise
?The biggest worry I hear from my patients who are entering their 70s, 80s and beyond is dementia. The two most common forms are Alzheimer?s and vascular dementia,? said Veselik.
He also insisted that exercise is the only thing that is proven to prevent Alzheimer?s. And, many of the major risk factors for vascular dementia, high blood pressure, high cholesterol and diabetes, can be countered with exercise.
?Exercise is important, but it?s not the end all. It needs to be coupled with eating right and incorporating other healthy habits to lead to a better quality of life,? Veselik added.

Lloyd Swarr's earliest memories of Memorial Day, or Decoration Day, are about his father driving his Cleveland car into Mount Joy from the family's Rapho Township farm.
Swarr's father decorated the car with American flags placed in a specially made radiator cap.
And, they would always watch Mount Joy's parade.
For most Memorial Days of Swarr's 88 years, he and his family have lined up along Main Street with thousands of others to watch the passing of the annual parade.
On Saturday, Swarr's family lined up to see him.
Swarr, in his white U.S. Navy uniform, served as the ceremonial grand marshal at the head of the parade.
"It's a big honor," Swarr said of the recognition.
Swarr, wearing the stripes of a quartermaster first class, said the only years he did not live just outside of the town were those he served in World War II. He spent those years on a destroyer escort in the Pacific Ocean.
Even then, he said, he felt the support of the community.
"You have a lot of people behind you," he said.
That is the way it is in Mount Joy, said Sharon Funk, president of the Mount Joy Memorial Day Parade committee.
"They're all there supporting the men and women that have served," Funk said of the people gathered along the streets.
In advance of the parade, American Legionnaires handed out poppies and cold water to spectators waiting in the warm, humid sunshine.
For over an hour, more than 56 units passed along the Main Street route, including veterans, military re-enactors, marching bands, fire companies and other groups.
Ned Sterling said he began coming to Mount Joy on Memorial Day when he was a boy. He would watch the parade pass from the shade of his aunt's porch along Main Street.
He continued the tradition when he bought the house, with his wife, Sue, 20 years ago, and became the fifth generation of Detwilers to own it.
With the house, came many of the American flags with which Sterling decorates the house. Smaller ones, along the street, are those handed out year after year.
Asked how many there were, Sterling said he never counted them.
"We just continued the tradition," he said.
Sitting in her van, parked along the parade route, Linda Quirk, of Lancaster, said she was continuing a tradition begun by her father.
"He was here last year," Quick said of her father, Franklin Sharp. He had recently turned 89 before he died June 22.
A World War II soldier and a veteran of the Battle of the Bulge, Sharp and his wife, Ruth, were members of the several American Legion posts in the county.
He liked to come to the parade to see other veterans he knew. "We always came back," she said of the annual event.
Earlier in the day, people gathered in Mount Joy's Memorial Park for the 50th annual wreath-laying ceremony.
"A day that is not celebrated, but revered," VFW Chaplain Jim Gamble said of the solemn remembrance of fallen veterans.
The ceremony included the raising of the American flag and the lowering of the flag to half staff. An honor guard fired a 21-gun salute.
Jim Way recalled Decoration Days of his youth in the 1930s.
On May 30, when the graves of veterans were decorated with flowers, his teacher would stop class in the one-room school house in Salunga. At 11 a.m., they would observe a moment of silence. It was then that he could hear guns being fired in the distance.
Martin Brown, said Mount Joy's parades were smaller and more solemn then, but have always been important in the town.
"It was always a big turnout. It was always a big day for Mount Joy," said Brown, a Marine veteran of World War II.
